I am looking for a barebones setup with a ITX footprint and 8 bays, preferably for 2.5" drives. Also needs to support 2 PCIe slots/cards. Let me know what you got and how much you want.

Odd, I haven’t known any ITX boards with two pci-e slots. I’m keen to know which one has that.

The ITX Standard doesn't allow for multiple slots, you may be referring to Flex-ATX which can be just slightly larger than ITX (but smaller than Micro-ATX) and allow for 2 - 3 slots. Unless you're just talking about an ITX case that has a dual PCI slot cutout for tall single slot cards that take up two slot spaces in the case?

OK, maybe its not Mini-ITX that I need, but I am looking for something small and compact to setup a NAS system.

Yup, w1retap is right. ITX is limited to 1 PCIe x16 slot, but there are some boards that have m.2 NVMe which you could theoretically run a PCIe X4 device off of using an adapter like this. You would need a cable adapter, not a card due to space limitations.

There are a few mITX cases that could do well for NAS. There's the Silverstone DS380B, which is specialized for the purpose and therefore costs more. Another is the Fractal Node 304 that's more general purpose, but is a popular choice for NAS and would be a good budget option.

Not a barebones but if you end up putting one together I personally love this case and its MicroATX so still flexible on server boards when you need more slots. I personally went with a ITX board but this is one of the few (only?) hotswappable dedicated NAS chassis that can hold 8 drives that even has this flexibility.

Granted money needs to not be an issue as its quite expensive considering its a box with 2 fans... but this is a niche product just like the Silverstone above.

I spent a lot of time looking for a rackmount server chassis that would fit into a 16.5 - 17" depth... I ended up going cheap and choosing the rosewill 60-70 buck case with no hot swap. The above I thought about, a lot.

There are always the Norco monstrosities if you want to die from shipping costs... I looked at these as well:
