Looking to keep this under ~$35 shipped or LESS.

Need a basic 775 motherboard (DDR2/3, PCI-e, 1 PCI slot, onboard VGA) for testing purposes. Must have I/O shield included. Micro ATX/ATX fine, just need something that works.

just going to throw this out there, look on ebay for rma'd boards. i got a new intel dg31tl for $40 shipped and its been rock solid.
 
I have a Dell XPS 630 board that fits your bill minus the onboard video. It is basically a 650i SLI board with Dell bios. $30 shipped.
 
There are plenty of 775 boards that don't support any cpu's beyond a pentium 4.I would think for testing you would want a modern 775 board that supports newer dual core cpu's also.
