writing to PDF format

Are there any third party programs that will allow me to digitally fill out a PDF employment application so I can then email it back to the company?
 
Lots of those forms are not interactive. I shoot a screenshot and fill it out in Photoshop then print it back to PDF.
 
What about just printing it out, filling it out by hand, and then scanning it back in?
