Would this be sufficient for a Q9450 ?

I know most are unfavorable to TEC's BUT I was wondering for smaller OC's would this be a decent solution for low noise and cooling?

heres what I'm looking at:

Freezone Elite CPU Cooler- Preferably this one
Ultra ChillTEC Thermoelectric

As far as my OC im looking at about 3.2-3.4ish tops. Just a little bump. Room temp is @ 70ish F for the day's and low 60's for the evenings. I'll be using a Panaflo 120 on the bottom of case (intake) and a Panaflo H1A 92mm for the top hooked to a rheostat. Power Supply is my old PC P&C 750

Opinions of TEC aside, if it wont be enough how about the TR Ultra Extreme 120? I know the price difference is HUGE but if it cuts down the noise and cools very well, I'm game. As far as water I just do not have the desire to piece and maintain a WC set up let along assemble it. Not into messing with PC's as I once was.

Let me know what you guy's think about this.

You shouldn't need a TEC to get that high. People have gotten the Q6600, a hotter 65nm CPU, higher than that with worse cooling than the Ultra 120.

If I can't find the screws for my Ninja I'll probably use this cooler for my Q9450 - most of the performance, almost half the price.

Yeah i figured it would do just fine my selection is more of a noise/dust thing. I really want to eliminate fans as I cannot stand the noise anymore. I figured this would be a quick solution for the noise yet keep the cpu cool as well. Problem is I would need more air cooling with a HSF set up which brings me back to the noise. However like I was saying man, I really just want to avoid piecing a WC set up myself again. If this is not the best choice due to the mixed reviews how about a self contained WC set up?
