Would this 12v pump work ok?

It looks like a fairly weak pump. 1.5 gal/min means it pumps only 90 gallons/hr, and this is with no restriction. The pump doesn't even give a head rating (the maximum height of water it can pump vertically in a tube - an indication of how powerful the pump is). I'd guess that it can't push water very strongly either.

I'd go with something else, such as an AquaXtreme 50z, eheim1250, or MCP655.

If cost is an issue, check out the hydor pumps.
 
That is looks to be a bilge pump: DO NOT USE A BILGE PUMP FOR WATER COOLING! Bilge pumps are designed to be used for short amounts of time, and will die after just a few weeks of continuous use. The pump you linked is also a very weak pump, at only 90gpm as mentioned, and likely not a lot of head to possibly make up for the weak peak flowrate. If you want an inexpense 12v pump (quality ones aren't as cheap as 110v pumps) that will actually work well in a loop, look at one of these (review here) for $50.
