would insufficient PSU cause this?

specs on this computer
P4 3.0ghz
2gb DDR
ati x850xt
3x 250gb hard drives
dvd burner etc

its running off an antec 350watt, the computer freezes sometimes, and when it is powered on, sometimes shuts off within 5-10 seconds. It is not my personal machine, just one at work so I don't know all the specifics. Is a 350watt sufficient? Remember, no games are played on here. Just video/3d rendering.
 
With these specs, the +12 V rail(s) will be heavily used. From what I can tell, this PSU is not even nearly enough to power those components. A decent 450 Watt (with strong +12 V rails) one might be enough, though.

Agreed most psus are peak load 350. Thats why the Antec true power series is so popular.
Id upgrade the psu as well.
