Would a video card issue effect USB?

I wouldn't guess that it would, but I thought I'd check. So I installed the twin turbo pro along with heatsinks yesterday, so I've got my eye open for any weirdness. I was playing a game when suddenly the video went out but also the lights on my G19 keyboard and LCD went out. I have a feeling it's not video related, all the heatsinks seem on and I played an hour of Dirt2 last night without issue, but since that was the last thing that's changed, thought I'd check for a 2nd opinion.

Not sure if it's your particular case, but over the summer my friends pc went out. Had no video and USB ports were dead. At first I figured the motherboard shorted but we swapped out the video card and all was well again. Granted his system is old and it was an AGP card, so that may or may not make a difference.
