I have a p4 2.8c @ 3.2, 2gb OZC ddr400, 9800xt 256mb and was wondering if I would see a big enough improvement in games like BF2142, and upcoming UT3 and Quake Wars to be worth the $$$, or just saying screw it and trying to save over time for a new system. I plan on getting the 24" Gateway to use for the pc and my 360, (that way when the kids want to watch movies on the big screen i can still game  ), so I dont know if I'd have a chance at all at running any of these at the native 1900x1200. Thanks all in advance. Also, I have a 450w Sparkle PSU and didnt know if this will work either as I heard the card is power hungry.

Your PC is equivalent to mine and I noticed a nice jump in performance getting the x1950Pro. My old card is better than yours (x800 pro) so you'd notice an even bigger performance jump, IMO. I know you'd be able to run Quake Wars and UT3 fairly well, but not on 1900 x 1200 resolution. The 512mb version of the X1950Pro will allow you to run on higher resolutions, but don't expect miracles.
