I have a i5 4570 asus b85 mobo, gtx 760. would it be worth it to upgrade to the 4670k and msi g65 and oc it for folding, gaming and multitasking for the long term. or would it be better to just upgrade the gpu? i play battlefield 4. my budget is 400$ including tax and shipping.

You'll notice a greater performance jump (more frames) with an upgraded GPU. What resolution is your monitor? A 760 is a good video card, and the gains you'll see probably wont be very much at 1080P. However, those gains would be even less with a CPU/Motherboard upgrade.

1080p for the monitor. i was thinking more of a longetivity point of view though. or just wait for new generations to come out. i do not know what my spending will be in the future though. thats why i would like to now. i have 16gb crucial ram and a u12s noctua cooler to use for oc.

You're better served with just a video card upgrade. Use the RAM if you have it, but you don't need to upgrade the processor and motherboard.

What frame rates are you getting with the GTX 760?

It's really not going to help your system last much longer. IMHO, you shouldn't worry about upgrading neither one of those setups unless you're a professional gamer needing every ounce of performance you could get.

I would spend the money on more games, an SSD or something else entirely. Though if you MUST spend money upgrading one of those, then go with an upgraded GPU. Either a 7970 or 770 would be an upgrade for you. Like I said though, not much of an upgrade.

already have ssd. i guess ill just hold off for awhile though. not much of an upgrade in gpu for the money yet. i get like 45-50fps average on battlefield 4 ultra 4xaa. but it dips to the 30s with weather affects and 60 people server.

That's the best option really. No need to upgrade at all. Save your money. Put it in a 12 month high interest CD, then upgrade with it when it matures.
