I was hired as a remote marketing manager for a nonprofit whose website is in shambles. Instead of trying to fix it, I would like to create a new site for them from the ground up. Can I create my own WordPress account and build the site, then upload the pages to the nonprofit's account to replace their site? If so, can I do this without having to secure my own hosting plan? Thanks!
 
You can download a setup like XAMPP/WAMP/MAMP/LAMP which comes with wordpress.

Tinker locally, and you can transfer it to a wordpress install on the clients hosting. (Assuming they have a db or two with their account)
