Word 2007 Mail Merge Missing Data In Header

I've got a mail merge setup in Word 2007 that gets its data from an Access 2007 database. When I open the document and connect to the data source everything is fine. When I click preview results the fields show as expected. However, after choosing to finish and merge to a new document the fields that I inserted in the header and footer are missing. It doesn't display the field codes either. Just blank. Any ideas on why data would be missing from just the header and footer?

I've experienced this with two different documents and two different sets of data. Very frustrating.
