wont boot past bios splash

I have this htpc that my roommate says this began to occur when a power outage shut it down.

It boots to show the bios splash, but I cannot get anything else. Not into the boot menu, bios settings or anything. I assume try ram first than assume board, but I don't want to spend more cash without getting a second opinion.
 
Start by clearing the CMOS via jumper or button. If that has no effect, remove everything except Mobo/CPU, one stick of RAM, and video card. If this still doesn't boot past splash swap for another stick of RAM, then swap slots. If it eventually boots past splash, add components one by one and retest until either the problems return or everything is back in.
 
I feel like an idiot. Bios flash did the trick. I didn't think I'd get that lucky.
