Wireless Router/AP for the office question

We're planning on setting up some wireless routers/APs for contractors and visitors who come to our office. We are just providing them with internet access, not internal network access. We plan on keeping them fairly open to limit our admin overhead. My boss wants us to find one where we can adjust the power output so we can limit the range, and where we can easily administer bandwidth throttling. We'll be setting up at least 1 per floor, we have 3 floors. Wireless is certainly not my forte, anyone have any ideas on an appliance that will work for me?
