Wireless network without internet?

I'm trying to set up a way to connect my netbook, smartphone, torrent box and main desktop in my home. I can't get broadband, so I'm stuck on dial-up. Is wireless networking possible with only a dial-up connection?
 
Yes, your LAN is completely independent of your internet connection. You might not be able to find a modern WiFi router that supports a modem though. In this case, you can use an older wired router with modem support and connect it to a WiFi AP (or a router with the routing stuff disabled, so it acts like an AP).
 
I don't really care about internet connectivity on any of them but my main desktop right now. I mainly want to be able to stream media over the netbook. Is it as simple as buying a wireless router and assigning a few IPs?
 
You don't even need to assign IPs. Wireless routers have DHCP built in and since your devices never (rarely) change, your IP will essentially be static even though it's assigned by DHCP since there's no one else around who could grab that IP.

So yes, all you need is a router, set it up with an SSID, slap some encryption on it, connect your devices and you are all set.
