WinXP- tutorials on how to limit abilities of identity??

Despite having used WinXP for a few years, I've never bothered trying to limit an identity from doing things.

My grandfather has a PC and lately has been getting a lot of spyware (I think he looks at a lot of porn, lol). Currently I'm having a hard time removing "surf sidekick"... I've got another thread going on a different forum with a hijackthis log to try and get rid of it.

I have Norton, google toolbar, spybot and other things running in an effort to prevent that stuff, but it eventually gets in, so I need something more.

Is there a way I guess to completely prevent his identity from installing ANY software? Or does someone have other suggestions for preventing this?

You have some limited options setting some "local security policy" parameters. Local security policy is located at control panel/admin tools/comp management/local security policy. I believe you can limit active x controls and the ability to install software for non admin accounts. Here is some info.
