WinXP: strange problem with folder icons

Damnit I thought it was fixed. I also tried rechanging the title of my thread but the forum wouldn't let me.

I don't know what's going on with my system but I'm having strange things happening to my folder icons.

Any idea as to what's happening?

AVG shows now viruses and Adaware and Spybot show my system clean of spyware.

I remembered the file from my MS tech support days, but I couldn't remember what to do with it, hence the link. I felt bad taking credit when I couldn't remember.
