I'm building a new system and I love Xp but hate Vista. Is XP64bit a good upgrade option or is it really buggy? Should I just bite the bullet and install vista? I have lots of Xp license's. I want to hear my options before I buy something that will just not be supported a year down the road. ... windows ME ...

If you have Windows XP x64 already, then it wouldn't hurt to use it. If you have to purchase a license for the new computer, there's no reason not to get Vista x64. You said you have licenses, but didn't specify if you have Windows XP x64 licenses. That all being said, there isn't much "biting the bullet" to be done with Vista, if you do go that route.
 
I dual boot vista 64 and Xp 64. I end up using Xp 64 more, it just works great and i don't need the extra flash of vista most of the time.
 
I have XP64 running on my home workstation and honestly it took a while to get it up and running and getting drivers sorted out. There's very minimal support for XP64 at the moment and you just have to deal with that if you're going that route. It took me a few days to even find a wireless card that's still compatible with XP64. If you don't want to have as much trouble with the 64 bit drivers then Vista might be a better solution.

Another thing to consider is that not many programs take advantage of 64 bit. I built my 64 bit machine for about 3 specific 64 bit programs that are based around my work. You should keep that in mind for your build as well.
 
I'm running XP 64bit right now. Much more stable than vista ever was, for me, at least. If you have a XP 64bit license, then use it. Otherwise just get vista.
 
XP64 == Server 2003 kernel w/XP Skin, server components removed, added UPNP...

Vista 64 == 64 bit compiled Vista
 
I had problems getting XP 64 to work on my P35 build. Vista 64 and XP x86 work just fine though. I dual boot, and notice Vista 64 with SP1 to be snappier then XP. I still have some old software that only works in XP though, so I still have that. Otherwise, I'd be Vista 64 only.
 
I have lots of licencing for XP but not XP 64bit so IDK if i should just buy Vista ultimate 64bit.
 
If you are needing to purchase a new OS, for a somewhat recent computer, Vista x64 would be the way to go.
