I was just curious, and this may be a stupid question, but can I use the license obtained with a Windows XP upgrade, on a full install of XP? It just seems foolish for me to keep installing Windows 2K, then use the Win XP upgrade CD....

No, Upgrade Licenses are different from licenses used for Full Install discs, and different from the keys used for OEM discs and for VLK versions.

However, you don't even have to install Windows 2000 to upgrade to Windows XP. Windows XP upgrading just requires a disc from an older version.

Boot with the XP upgrade disc - during the install process it will ask you to put in a full install disc for an older version of Windows (I believe Windows 98, 98SE, ME, and 2000 are the supported discs). No need to install Windows 2000 fully before hand. ;)
