Windows XP Service Pack 3 broke uxtheme.dll (or fixed it)

I'm surprised that this has been baffling to many people. When SP1 was released, you needed to find an updated uxtheme.dll file. When SP2 was released, you had to find an updated uxtheme.dll file. It's no surprise that with SP3, an updated file is needed.

I'm also surprised that there are so many third party tools to do the replacing for you. By now, I'd think that everyone would have the Recovery Console installed locally on their computers, so it is a simple process to boot to the Recovery Console, and replace the system file with the "hacked one".
