Windows XP Pro: Missing Display Properties Tabs

Hey everyone, I've got a problem displaying all the Display Properties Tabs (right click on desktop --> properties). Whenever I do this, only the screensaver and settings tabs are shown. My other tabs (themes, desktop, appearance) magically dissappeared?! Anyone know how to get them back? My system setup is as follows:

P4 2.6C
Abit IS7 mobo
BFG 6600GT OC (using ForceWare 81.95)
1 gb RAM
250gb HDD

Yeah are you supposed to have access to those pages? Maybe someone set it up like that on purpose. Assuming that you are you would also have access to run the Registry Editor. So here you go.
1) click 'start' then 'run'

2) type in 'regedit'

3) click HKEY_CURRENT_USER, then 'software', then 'microsoft', then 'windows' then 'currentversion', then click 'policies', and finally click 'system'

4) 5 icons should now have appeared on the right

5) double click the files NoDispBackgroundPage and NoDispAppearancePage and change their value from 1 to 0

6) delete the file wallpaper REG_SZ

7) close regedit
