Windows XP License Agreement - Reboots computer

I have a contact that purchased a new computer. When he got the computer, he had to accept the end user agreement, put in the CD-Key, timezone, etc. On the very last page, it just instantly RESTARTS. He never gets the time to click "finish". So the next time the computer boots up, he is back at square one, needing to re-input all of the data again.

I have had him unplug everything but the monitor and plug in a different keyboard and mouse. Same thing. He can't get past the Microsoft Windows XP License Agreement and computer setup page to get into Windows. Any suggestions?
 
Sounds more like a hardware problem. The last step may check the network connection or some other device which may be causing the reboot. Try to disconnect/reseat the device if possible, check the ram too. If it's built on hardware try to temporarily disable the sound, lan, etc in the bios to see if the process completes.
 
New machine + preinstalled + doesn't work = Take it back to the vendor.

It's as simple as that!
 
LOL he tried yet another different keyboard and mouse and got up and running. Weird.
