Windows XP doesn't display video, Need help.

My friend has just got a new video card and we just shut down the computer, pulled out my 8800GTS he was borrowing and then put in the 8600GTS I gave him. After that Rivatuner was being weird. After rebooting he could see the BIOS but after XP starts and should be loading (and it is, you can see HDD clicking) no video appears. But you can see the BIOS and safe mode doesn't work.
 
I'm pretty sure that if the OP states that Safe Mode didn't work, I would assume that VGA Mode won't work either.

Uberbob, have you made sure the card is properly seated in its PCI-e slot? Are the power cables to the card connected? Have you reinstalled the old card to get into Windows and uninstall any trace of Nvidia drivers then reinstall the newer card?
