Windows Updates Wont Install

Hey All, I am having a problem with a XP pro box.

I just finished a repair and everything seems to work except the windows update. The users account is a local admin, I have also tried it with a domain admin account. It fails every time, with nothing in the event viewer.

The updates are automatically DL, but prompts the users to install. Im wondering if they were DL prior to the OS repair and for some reason post repair are unable to Install.

Any Ideas?
 
Just a guess, but are there any policies in place to prohibit users from installing updates?
