Windows Startup

For about a week or so I've been having a problem with the dial-up box popping up everytime I start Windows. This is not only annoying but can stop Norton Anti-virus from loading aswell. I'm guessing that something is trying to connect to the internet that is listen in the startup tab of the System Configuration. I've looked down it and I'm not sure what I'm safe to remove and what the most likely cause is. There's a screenshot below, has anyone got any suggestions as to what I should disable?

I had a dial-up box popping up on startup and shutdown once after I installed Norton. Uninstalling and reinstalling Norton fixed the problem.
