Windows Server 2016 Automatic Maintenance not working

I have several Win2016 machines (incl. virtual).
Automatic Maintenance is not firing. Task Scheduler tasks that are of "Maintenance" type only run once after each boot, then they never run, until the next reboot.
Up until Win2012R2 there are few special tasks in Task Scheduler under Maintenance, but in Server 2016 those tasks are missing. Not sure if this has something to do with the problem.
I know most users want AM (automatic maincenance) turned off but I'd like some tasks to actually run from time to time because the uptimes of some servers is a matter of many months. Some of them like ScheduledDefrag (important for SSDs and retrim) I'd like to run, for them I create my tasks with triggers.
In Control Panel - security and maintenance - the schedule is set to 2:00AM as default.
I've never done anything in registry to disable AM. Not using any 3rd party "optimizers" or such tools.

Any insight about this?
