Windows Right-Click Slowdown

I've been having this problem for while and after searching for solution for days I give up. :(

Basically when I right-click on files to bring the context menu, it takes anywhere from 5 to 10 seconds to display the menu. I've tried disabling Norton Antivirus, tried disabling various shell menus and checked for spywares (recently formatted too). I also noticed this problem disappears when the network computer is on.

Anyone have idea why? :confused:
 
right click my computer
properties
advanced
click "settings" under the performance section
try to disable a lot of thing and see if that doesn't help it.

all of my menus were slow until I took off a few things on there... but not 5-10 seconds slow
 
I've already unchecked everything from there (don't like effects much). Anyways I've finally found the problem, seem it was related to Steam so I uninstalled it.
 
What video card do you have? I've seen this on almost every intel video card. It has to do with the options its driver adds to the context menu.
