Windows minimizing to task bar/maximizing to desktop slowly

I'm having a problem with my windows shrinking to my task bar and maximizing to desktop slowly. Aka: You see the window shrinking to the task bar little by little until its there or maximizing to where it is usually little by little instead of it just being instantly maximized or instantly minimized and there or gone.

Is there something turned on that I need to turn off?

go into advanced system settings and disable "Animate windows while minimizing and maximizing."
