Windows Keeps Rebooting, Ive Tried Everything!

I cant figure this out!!! Ive been working on it for over 3 weeks, its making me really pissed, I got a new pci express motherboard.
When I start up my computer on my motherboard it always reboots at the windows xp screen. When I try to to run the windows installation disk it hits the error "0x0000007B". I try to install the ITE IDE floppy disk that came with the motherboards, pressing f6 durring windows installation, comes up with a message saying "Setup could not determine the type of one or more mass storing devices installed in your system, or you have chosen to manually specify and adapter. blahblah blah."
So Im pretty sure the motherboard is not reading the harddrive right. I dont see how else it could be, when I plug in my hd into all my friends computers, xp actually works. I know my motherboard is not broken because I have another mother board (since I thought my other motherboard was broken) that is doing the exact same problem.
Please someone help me I dont know what else do do. Bios are on Defaults, the harddrive is connected to ide 1, and disk drive to ide 2. Pleasee someone help!!
 
Hi. I'm new to the Forum (this is my first post), but not so new when it comes to PCs.

Your prob sounds like somethin similar to what happened to my older machine (P4 2.4B, ABIT BH7) a couple of months back when the hard disk crashed following a bad install of a "well known" CD utility program.

Is your HD a new one? It may be that the boot sector is completely messed up. That was the case for me, as XP install would not be able to repartition or format the failed HD. If it's not the HD, then the next thing to check is your power supply.

can you boot into safe mode?
if so, uninstall any new software, also your vid card drivers, and do a chkdsk on your drive.
do you have access to another hard drive? try the windows install to that.
dont mean to imply that you are noob, but that is the message that you get when you DONT hit f6 during install. are you using usb keyboard? do you have usb keyboard enabled in bios?
if your hard drive boots into windows on other peoples pc's, apparently you were able to install windows on it. what is new in your system since you did that install? remove it.
try another sata cable and channel. make sure that your drive does not have any jumpers on it. make sure that sata channels are enabled in bios, also ide.

if you can boot into safe mode, go to control panel, administrative tools, event viewer, system error records and find out what the error is you are crashing from. write it down, get on google somewhere, and check it out.
 
I looked up the error code on Google and this is what I got.

You may receive a "Stop 0x0000007B" error message if your computer is infected with a boot-sector virus. Check your computer for viruses. If you find a virus, also check any floppy disks for viruses before you use them again.

You may receive a "Stop 0x0000007B" error message in the following scenarios:
• A device driver that the computer boot controller needs is not configured to start during the startup process.
• A device driver that the computer boot controller needs is corrupted.
• Information in the Windows XP registry (information related to how the device drivers load during startup) is corrupted.

You may receive a "Stop 0x0000007B" error message if there is a resource conflict between the boot controller and another controller or between SCSI devices. You may also receive this Stop error message if drive translation is not being performed or if drive translation was changed. To troubleshoot this issue:
1. If an IRQ or I/O port address conflict exists between the boot controller and another controller, Windows XP either stops responding (hangs) or displays a "Stop 0x0000007B" error message. If you recently added new hardware, remove the new hardware or reconfigure it so that it does not conflict with the resources of any other installed controllers.
2. If you are using a SCSI hard disk, check the SCSI chain for correct termination. Remove any unused SCSI devices or make sure that each SCSI ID is unique.
3. Make sure that drive translation is turned on (if it is required) and that it has not been changed. For example, if you recently switched controllers, this issue may occur.

Cant boot in safe mode, still reboots, and it not a power suply problem. I forgot to add that when I take my dads harddrive and plug it up to my computer his harddrive boots, so that shows that it must be a hd problem right? But I dont get it my harddrive works when I plug it up to other friends computers. Im using a Abit GD8 series motherboard, and my other mother board that also doesnt work on is a Gigabyte GA-81915P. If I bought a new harddrive is there a chance that it could possible work. I feel like I have no other choice.
 
I would:

1. Clear CMOS
2. Unplug any unecessary devices from computer (sound cards, printers, etc).
3. Run memtest
