Is there any reason not to stay with Windows 7 Ultimate when I re-load my Lightroom PC? I have W8 on my surface pro, but don't really want to buy another W8 copy if I don't need to right away. I have 24 GB ram and a 128GB Intel 520 SSD plus array. I am using a non-touch display.

If you don't want specific W8 features, then don't worry about it.
This, and if there isn't a reason or feature in the 3rd party tools/products that you use that motivates upgrading to Windows 8.

Nope. No reason to go with it if Windows 7 fulfills your needs. Win7 works just fine, and if you already have the license, save the money.
