Windows 8 background will NOT change

Been using Windows since 3.11 I know how to change a background.

Tried in Firefox with an image and of course in Personalize in Windows. How the hell do I change the background
 
If it's not changing, it's doing something else. Is it giving an error? Ignoring your actions?

Have you tried multiple backgrounds? Maybe you have a corrupt image file (as rare as that sounds).
 
Mine works perfectly fine. Either something's wrong with your installation or some other issue.
 
Same thing happened to me. After a reboot it fixed itself. That flower was getting pretty annoying though before I figured it out :p
 
MIne wouldn't change till I activated. However I'm back to the flower till I find something worthwhile
 
Which background are you trying to change? The pre-login screen, tile mode, or desktop?
