Windows 8.1: Force temp files to a dedicated location?

I have multiple drives in my PC and find that applications, even Microsoft applications, like to use random drives to dump extracted temp files for applications during installation. My environment variables are all configured properly for the user and the system yet applications still dump their junk well outside of those temp folders. Silverlight was the last program that did this; no excuse for that behavior!

Is there something other than the environment variables that I might need to configure?
 
Windows update and Windows installer will always use the largest drive for temp storage.
