This is really strange.

I don't know if Windows 7 recently had some strange update or glitch but even though I'm logged in as administrator it's almost acting like I'm not.

If I click on my Steam shortcut it wants to verify installation and acts like it's not installed and wants to run bootstrap. If I right click and run as admin it runs normally.

The C:Users\(name) folder has a locked icon on it that was not there before.

Any idea what change(s) may have happened here and how to fix this? I see admin symbols on a bunch of my shortcuts that weren't there yesterday so best I can gauge I'm still on the machine and there are no other accounts except mine which is set as admin

Best I can see: Even though I'm using my admin account it's acting like I'm not logged in as admin. There are no other accounts, no settings that stand out to me... I'm stumped.

Thanks for help.

Create another Admin account, login and see if you have the same issue.
