Windows 7 overclocks my CPU... :P

Hi,
I have a toshiba Laptop with a Core 2 Duo 1800MHz CPU, which has a default multiplier of 9x. When idling the multiplier stays at 4x, when in use goes to 9x.
The weird thing is that when I set the power plan to "High performance", CPUz reports a 10x multiplier! Even stranger, when idling it's at 10x, when loaded with prime95 it goes drops to 9x...

Why does it go to 10x? And more important, how can I make it stay there? :D

I would guess that CPU-Z is wrong since a 10x multiplier isn't available on your chip. What does Windows say the CPU is running at?

Speedstep

So Speedstep now can increase the multiplier above its maximum? I thought it only drops the multiplier and voltage in order to conserve power. The stock (and max) multiplier of that CPU is 9, and there is no built in turbo function on his CPU. So its probably a software error.

Windows always reports that the cpu is at 1800MHz, even when the cpu is idling and is really running a 4x multiplier and 800MHz.
How can I be certain of the multiplier and mhz that is really being used?

Most times it goes to 9.5x but with a higher voltage.
What the hell?! Is there any way to adjust speedstep's multiplier and voltage manually?

Looks like CPU-Z error :/
SpeedStep is totally automatic, no fiddling around here :p

Humm, windows seems to have some controll over it as I can at least select a power profile that changes how speedsteps acts.
In the advanced settings I can even select the % of throtling used when idling.
