Windows 7 or Other problem?

Hi everyone, well here is my problem, i just got my evga 460gtx and i made a fresh install of windows 7 64 bits BUT all in windows 7 seems awfully slow for example if i run a video in WMV it looks laggy, Aero looks laggy, All the games i have tried look laggy.

Weird stuff i have found:
- the same video that runs in wmv Laggy in winamp runs without a problem.
- the problem seems to be pretty random like 9 out of 10 times i start the pc and it runs laggy the other 10%-5% of the times runs without a problem like the way it should be.

Things i have done:
- updated all the drivers of bios, video card, motherboard.
- Clean install of windows 7 64 bits.
- Changed video card for a 8400 gts (same laggy results)

The problems i think could be are:
- Os problems
- HDD problems (pretty old sata of 160gb doesnt make any weird sound but i dont know :S)
UPDATED: i just bought a new seagate sata 1TB 7200 rpm and still have the same problem im discarting this possibility

- Out of options XD HELP!!!

Specs of my pc:

Intel Desktop Board DP55WB
Intel Core i5 660 a 3.33Ghz
2 SUPER TALENT DDR3 each one of 2gb
1 DVD RW / CD RW combo
1 SATA HDD 7200 RPM (From a dell pc pretty old like 3-4 years old)


UPDATE: ill install windows 7 32 bits to see if the problem persist ill update to see how it goes

I just recently added at GTX460 to my W7x64 system, but had no issues, thankfully. I guess it's possible since your get laggy performance with on one player and not the other that it could be video decoders? :confused:
 
i dont think so :( i used the same drivers on another pc and everything runs fine. i guess the difference between the winamp and wmv may be the requirements they use no idea... just guessing...HELP! :(

Ill try to make a clean install of W7 32 bits and Vista 32/64 bits to see the results :( (Vista sucks xD)
 
Sort of off the wall question, have you done the performance testing in windows 7 to get your score?
