Windows 7 Not Shutting Down Completely

I am having an issue with a Windows 7 system. I recently deleted the Ubuntu dual boot on it and did a bootrec /fixmbr. After that, when I click shutdown, the computer would say Shutting Down and the screen would go black as normal but the fans and everything are still running.


I reset the BIOS and am doing a System Restore right now to see if any of the Windows Updates would have caused this issue. Anyone got ideas? When I boot into Safe Mode and try to Shutdown, it hangs at Shutting Down and will not shutdown either.
 
See? It was a big mistake to delete the Ubuntu. You should continue using it instead of windows.
