Windows 7 Install Error

Okay so here's another fun little nightmare for you guys to wrap your heads around. A friend of mine is attempting her first build, and from what I've heard everything seems to be in order more or less. Though she's consistently running into an error at the end of the Win7 install process (after the final restart) that reads:

Windows Recovery Error: A recent hardware or software change might be the cause. CLASSPNP.SYS Windows failed to load because an important file was missing.

She's telling me that she's given three options once this error pops up, and they are:

Launch start up repair (recommended), start windows normally, and to insert the windows CD and repair through that.

She has tried all methods, including reformatting all over again to only be faced with the same result. So I guess my/her question would be is this an install error or is some piece of hardware at fault. Furthermore, are there any known solutions? Would appreciate any and all pieces of info on the subject, thank you.
 
it's most likely a bad hdd. has she tried running chkdsk or something on it?
 
Could be a bad hard drive (file is located on a corrupted area of disk) or something wrong with her memory (file got read into memory and came out the other end all fucked up).
