Windows 7 Gaming Performance

According to this benchmark

Windows 7 is supposed to have better gaming performance than Windows XP.

However, upgrading from XP to Win7, Fallout 3 performance has dropped from 45avg FPS to 16 FPS!!!

I have all latest updates and drivers for Win7 and my hardware.

Only explanation I can think of is the 3D desktop features eating up my GPU's vRAM?

Specs:
i5-750
2x2GB DDR3 1600
Evga 7900GS
Seagate Barracuda SATA II 750GB

That can't be the cause, or else everyone would see a drop in performance. You said you upgraded....was it a completely clean install?
 
I don't think it's possible for 7 to have better performance than XP in DX9 games. I can however see DX10 mode being faster on 7 than DX9 mode on XP but that's not what they are comparing. Anyways, it says even Vista is faster than XP in gaming. It is not.

I don't think I'm going to that site anymore.
 
I saw no drop in game performance going from XP to Vista64 to Win7 64 on my system.
 
I can go from 100 FPS to 80 FPS and 'see' no difference either. Doesn't mean there isn't any.
 
I've seen plenty of benchmarks where Vista and Win 7 are both faster than XP. Adding features doesn't mean you can't optimize the code base to run things faster.
 
Something is up with your system. Did you change the resolution you're playing at? Your card is pretty dang old, too.

Yes vista was faster after sp1 even then XP was.

i can see it being faster because the OS is far more efficient, especially with memory than XP ever was.

to have such a drop in performance. something else is wrong with the rig.

Are you sure you don't have a driver problem? Did you do a clean install or upgrade to win 7? 32 or 64bit? I really can't see how you would take that much of a performance hit in win7.
 
Disabling Gadgets and turning off Aero improved FPS by about 5-8.

Yes it was a completely clean install, I'm running Windows 7 Ultimate 64bit with all the latest updates and latest drivers from Nvidia as well.

And of course, the settings I'm running the games on are the same as before.

This is true in Oblivion, MW2, and Torchlight as well, and I have no idea why I'm experiencing this huge FPS drop (FPS getting halved in most games).

It has to be, there's no actual OS "upgrade" going from XP to Win7, it does a clean install anyways.

That is an interestingly weak video card for an otherwise very fast system (I assume you're holding out for Fermi). Just out of curiosity, what settings were you using to get 45FPS out of FO3 with a 7900GS? Include the resolution of both your monitor and your game settings.

Another thing - when you say the settings are the same, are they same both in-game and in the Nvidia Control Panel settings for FO3? Have you made some unusual settings in the Nvidia Control Panel that might be bringing Win7 to its knees?

Also, what version of the Nvidia drivers were you using in WinXP, and what version are you using now in Win7?

Does the Fallout 3 Stutter Remover help?

Edit: and how are you measuring FPS?

I noticed from my install of 7 x64 from vista x64 that my vantage score droped @1200 points but runs smoother
as the water sled enters the cave right at the beginning in vista x64 there would be a slight pause in the sleds movement,in 7 x64 it is a seamless run
