Windows 2000 and admin rights

So I've got a user who needs to install/uninstall programs and etc on his laptop. In active directory on our 2003 server he has admin rights and in Windows 2000 he is also set up as an admin for his machine. What am i missing in giving him access to install and uninstall?
 
What group is he in on the Active Directory to make him an admin ?

On the 2000 machine, his domain ID is in the local admin group?

I'm not a huge Windows 2000 guy, where do I go to add/check that?
 
Right click My Computer, Manage, Users and Groups, Groups, Administrators
 
Youd have to open Active Directory users and computers, then find the users logon account, then check the 'member of' tab and see if he is listed in your domains local admin group.
- the group would have to be created though, so it'd help to know the group name that you should be looking for.
