Windows 10 "Switch user" function to logout without closing apps

Hello, how does this WIndows 10 feature works? To switch one Windows account to another without closing running apps of the user?

Mainly i want old account processes to fully stop eating my CPU and fully cease any network activity. Does it work that way that processes are "frozen"?
 
You should logout of the user that you don't want to use any resources before logging into the new user
 
yeah, another vote for gully logout... I have 7 users on my PC and performance becomes very sluggish when more than 2 users are logged in, especially with they application open...
 
Yeah, I'm confused what is being asked.

- If you use 'switch user', it will leave the current user logged in with all their processes running and you will be able to switch to another user and run more processes.
- If you use the 'sign out' or 'log off' user, it will close all processes of the current user and go back to the login screen where you can login with another user without the other user's processes running in the background.
