In XP

Go to Run: type in MSCONFIG

There should be a tab in that window for services
 
Blah found it playing around, I'm using the resouce kit for win2k3 and I was thinking about an older version that had delsrv and it is no longer around. Instsrv now installs and removice windows system services.
 
just some fyi, there's a cool little freeware proggy called pserv.cpl that does the job quite nicely, and allows you to customize current services as well in ways you can't get to in the services.mmc. check it out at http://p-nand-q.com/e/pserv.html
