WIN98 shutdown problem

I am having trouble getting win98se to recognize that it's using an AT power supply.

I have set the BIOS to "P8&P9" (also tried auto) but the thing keeps trying to shut down as if it were an ATX power supply. When shutting down from safe mode it works right and gives me the "now safe to turn off" message.

Does anyone know how to force win98 to shutdown properly for an AT power supply?

I would like to give this thing to a technologically challenged friend for xmas but can't unless it works right.

basic specs are: old enermax case/PS, gigabyte ga-6ba mobo, P3-600 cpu

I already tried the acpi setting. thanks though :)

Also have flashed to latest bios. I dug through the microsoft website and tried a few things but found no solution. I am starting to think I may have to track down a cheap atx PS.

I was hoping there might be some way to edit the registry to force it to display the "safe to turn off" message at shutdown.
 
IIRC this is not possible with an AT powersupply. The button on the front case is actually a SWITCH!
