Win7 Pro x64 Sees 8gb ram/ 3.96 Usable

Ok.. this is annoying me to no end..

Doing a basic build for a buddy.

Going from a 5yr old Winxp machine to Win7 Pro 64bit

Got
Win 7 Pro 64bit
Corei5 760
msi h55m-e33 motherboard
8 gigs (4x2) Patriot Viper Extreme Ram
GT430 vid card

Board supports up to 16gigs of ram

Problem is as in title, Windows sees the 8gigs of ram but says only 3.96 usable.

Bios has no memory remapping that I could find.
Bios sees 8gigs of ram at post
Set all the ram sticks to default timings and set voltage to default
Checked the msconfig-advanced settings for memory, it's unchecked.. i even tried with checked, still doesn't work
Checked drivers, all seem to be 64bit versions, it's all basic drivers, haven't installed anything else or other programs, just windows as of now. I wanted to get the system up and running 100% first before re-installing his software

2 sticks of ram are brand new, and two others are what I was using.. so I know those two are good. I originally put the new two sticks in first and everything worked.

I really don't want to do a re-install as I told him I'd have it all ready for Saturday.

Any other ideas to fix this issue?

never mind.. fixed it myself

Just moved the ram around in the slots and the full 8gig showed up in windows as usable
