Win7 Machines Losing IPs

Just relocated a handful of users' machines. Static IPs are set. After a reboot, the IP and netmask are gone. The gateway and 2 dns entries remain. Any idea why this is happening?

All windows 7 boxes. All on same domain. All have legit IPs. When I set manually and connect, no conflict errors or anything. Shared drives are accessible and all apps work properly.

I've tried updating the NIC driver on one of the machines, but it still threw errors. I've tried to manually set MTU but problems persisted so I put it back on auto-negotiate.
 
UPDATE: I've done the following to one of the problem machines:
- netsh winsock reset all
- remove & re-install network driver
- disjoin/rejoin to the domain

all to no success
