Win2K Not recognizing USB Data Cable for Nokia Phone as COM3

System Specs:
Windows 2000 SP4
Pentium 3, 1.4 GHz
1 GB PC133 RAM

When I installed the cable, the drivers load correctly and device manager shows that I have the Nokia Data cable installed, and also the 'Port 1 on Nokia adapter' as COM3. But when I try to add a modem in control panel->Phone and Modem, I cannot attach the 'Nokia 6200 Cable' driver to COM3, only COM 1 and 2 show up.

Any ideas? I can edit registry if needed, I'm careful about that. There might be something that's in the registry that's old that confuses the phone and modem adding process....

The Nokia PC Suite software DOES see the COM 3 and the phone can interact with the software to the point of updating ringtones and images and the like, but I cannot use my Nokia 6200 as a modem through the USB cable, as I do not have IrDA installed either.
