win2k add/remove programs problem

i have a win2k machine that gives me this when i go to control panel -> add remove programs, in both regular and safe mode

any help appreciated

this computer had some spyware and viruses that i've removed but not that much

Do you have any kind of theme or skinning program loaded?

nope. this isn't even my computer, it's one i'm working on at work. i've seen this happen on 2 other 2k machines, but ended up just reloading them because they were too screwed up

When you go in to control panel do you see the icon is placed weirdly?

^^ yeah, when i open control panel, all the icons are on the left side, it's as if the window is split in half but there's nothing on the right side
