Define what you mean by "when the network goes down".
If you mean "if the port it's connected to dies", that event will be logged in the system event viewer when the network driver logs a change to a disconnected state.
i believe that entries are made allready when the network connection is lost and restored. clear the event viewer and unplug the network cable too see if it does for sure.
