My build for a buddy....
my Q is-- will the PSU hold up if he wants to add a mid range($200) GPU in the future ??

I do not see a current graphics card in what you have as listed, and that NEO ECO 520C is a Seasonic S12II Bronze design, so any decently efficient graphics card, such as a 7850, would be okay with that P.C., but a 570 or a similar card might be too much.
 
The 520W Seasonic S12II design will handle any single video card in that system. Max TDP for a 570 is only 219W.
 
No Video Card, No problem.

With a top end video card, you'll still be fine. Should be about 450w

Top End + Overclocking, might not be a good idea. You can easily go past 520w. At that point, I'd reccomend going to a 600+ unit for head room.
 
I bet that a non-overclocked/not highly overclocked 570 and the rest could be fine with that P.S.U., but the following linked thread is why that I would have doubts about overclocked stuff:

the psu is capable of powering it only if u are powering gpu and cpu ur other ahot also draw powrr and.seeing as nvidia draw more then amd to prove.point furtur u blk screen when get intence ur psu must.go and id.reccomend not.playing any games till.you buy a new one

That's your source for concern? He has no idea what he's talking about.

TDP for the 3570K is 77W, TDP for a GTX 570 is 219W. 520W Seasonic-built PSU will be fine. And this is all irrelevant anyway as OP said budget for a possible card is $200.
