i currently have a Asus P4C800-E, P4 3.0c @ 3.6GHz and with Corsair XMS3200XL (240FSB 1:1) and finally a XFX 6800 U

Anyway.. for some reason my PC doesnt feel fast in games

Some games are ok but others like UT2004 have seen no improvement since upgrading from a 5900 so i guess im cpu limited?

Would getting a A64 3500+ and overclocking it to around 2.5 - 2.6GHz improve things?
 
I would get a 3000+ 90nm Winchester and overclock it to around there. The CPU is only about $200 and will provide a nice improvement when overclocked.
 
I would say there is no difference in UT2k4 because You were probably running it around 80-120FPS before (depending on resolution eye Candy etc.) UT2k4 doesn't have high requirements, and you're probably not noticing the difference because of how fast it was running before.

In other words, you were running it very fast before, and your brain can barely tell the difference between say... 100FPS and 150FPS. It will only 'feel' smoother.
