Will these two MEM work together?

So long as the two memory modules in question are DDR3 for that board, then yes, you could mix ram, but it's not advised to do so if you're planning to overclock the rams. The reason for not mixing is because different ram manufacturers and models have different voltage settings and for stability purposes.
 
I would just order the same set you have now. its only a $1.00 difference. unless you really dont have the extra bucks the other set will work together.
 
2x4GB would be better but its not worth the price premium you are paying. Are you planning on going more than 8GB? If not then 4x2GB is fine.
 
The only difference in performance is that you might possibly not get as high of an overclock with 4 dimms as you would with 2 dimms. This is a minor minor thing. The price for a single 4GB stick is redonkulous so just stick with 4 dimms.

how is it a price premium? The 8gb kit is cheaper than 2 4 gb kits. yes its only 1333mhz ram vs 1600mhz but when the price goes to $300 for 1600mhz its a great deal. Besides I guarantee he will never see a difference.

But, alas it doesnt matter as he already has a 4gb kit.:D
