I'm looking at the Ultra X4 1600w PSU

Will it support a build with these components?

EVGA SR-2
2x Xeon X5670 Westmere
4x GTX 480
48gb Corsair Dominator RAM
2x X25-M 160 GB SSD
4x 2TB Hitachi Deskstar

It will be enough for that, but keep in mind that you may have to run a 20A circuit to keep up with the power demands of that machine, especially if you have other things running off the same one. At full load, your current draw from the wall would be close to 15A, and with other things running as well you have a pretty good chance of tripping a breaker.
 
Only way to safely do that is to hire an electrician to do it for you. Otherwise, you risk electrical fires, especially if you don't use large enough wires.

What if I take out one of the 480s, so 3way SLI instead of 4? Would the regular power output be enough?

Yes, though depending on how much other stuff you're running off the same circuit you could conceivably still trip the breaker during heavy load.
